So what is a Curaçao casino?
Curaçao is an island in the southern Caribbean and a constituent country of the Kingdom of the Netherlands. It has licensed online gambling since the 1990s, and for most of that time it was one of the quickest and cheapest places to get a casino licence. That is why so many online casinos carry its seal, and why the licence earned a mixed reputation.
A Curaçao licence is permission for a company to run gambling under Curaçao’s law. It identifies who is responsible for the casino and gives the regulator, the Curaçao Gaming Authority, the power to set rules and act against the licence holder. It is not a consumer-protection scheme run on your behalf, and it does not bring the protections of a licence from your own country, such as a national self-exclusion register or a dispute service approved by your home regulator.
The system also changed recently. Since December 2024, casinos are licensed directly by the regulator under a new law, and a lot of what is written about Curaçao online still describes the old system. The sections below explain what changed, how to tell which kind of licence a casino holds, and what each casino on file actually has.
The honest reason
Why players go offshore to Curaçao
Players don’t pick a Curaçao casino for the licence. They pick it for what the licence allows. Each of the usual reasons is a trade-off, and it helps to see both sides before you sign up.
Bigger headline offers
Packages of 400% or 550% are common here, at percentages a tightly regulated market rarely allows. The ceiling is real, but so are the wagering multiple, the deadline and the cap on what you can withdraw. A 550% headline with a 10× win cap and five days to wager can be worth less than a plain 100% match without either. The numbers that decide it are set out further down.
Games built to different rules
Many national regulators set rules for slots. In Great Britain, for example, autoplay is banned and each spin has a minimum duration. Those rules don’t follow a game to a Curaçao-licensed site, so the same title from the same studio can play faster there. That is the appeal, and it is also the risk.
More ways to pay
Crypto deposits and withdrawals are standard at most Curaçao casinos and rare at many locally licensed ones. If you already hold crypto, payouts can be quicker and you skip a conversion. You also lose the card issuer, and with it any chance of a chargeback.
Casino and sportsbook in one account
Many operators run both from a single balance. It is convenient, but a bonus condition attached to one side can lock money you meant to use on the other.
Checks later rather than sooner
Sign-up is usually quick, and identity checks often come at the first withdrawal instead of at registration. That is the most common source of complaints: meeting the check when you want your money out is far worse than meeting it on day one.
Every advantage has a cost
Each of these exists because a rule that would bind a locally licensed casino doesn’t apply here. Decide whether the trade is worth it before you deposit, not after.

The 2024 reform
Two kinds of Curaçao licence
For most of its history, Curaçao licensed online casinos through a handful of master licence holders. Each one could issue sublicences to operators, and the regulator had little direct contact with the companies actually taking players’ money. A casino could show a sublicence number in its footer without the regulator ever having assessed it.
That ended with the National Ordinance on Games of Chance, known by its Dutch initials LOK, which came into force on 24 December 2024. Operators are now licensed directly by the Curaçao Gaming Authority, the body formerly called the Gaming Control Board. Operators from the old system had to apply for a licence of their own, and some still appear on the register with a status such as “assessment in progress” while that application is reviewed.
What the new law asks of a licence holder
- A complaint route that costs you nothing. You can complain to the licence holder within six months of an incident. It must acknowledge you in writing within a week and give a reasoned decision within four weeks, extendable once by four more.
- An independent dispute service. Licence holders must offer alternative dispute resolution at their own cost, although many casino terms still don’t name it.
- Self-exclusion that works. The regulator expects self-exclusion you can complete online, without the operator’s approval, across every brand under the licence.

Check a licence yourself in five steps
A seal in a footer proves nothing on its own: it is an image, and images can be copied. These five steps settle it with the casino’s terms page and the regulator’s public register.
- Find the company, not the brand
The legal entity and licence number are in the terms and conditions, usually in the opening or closing clauses. You want the company name, not the casino’s trading name.
- Click the seal
A genuine seal opens a certificate on the regulator’s own website, naming the company and the exact domain you are on. If it opens nothing, or a page on the casino’s own site, treat it as decoration.
- Check the domain
Certificates cover named domains. A mirror site with a different address may not be covered, even when it shows the same seal.
- Look it up on the register
Search the CGA register for the company and note the status. An active licence and an application under assessment are not the same thing.
- Match everything
Company, licence number and domain should agree across the terms, the certificate and the register. If they don’t, our review says so, and you should pause before you deposit.

Is it legal to play where you live?
There is no single answer, because gambling law is national, and in Canada provincial. In most English-speaking markets the rules are aimed at operators rather than players: a casino needs a local licence to target or serve residents, while a player who signs up abroad is rarely committing an offence. Some countries go further and block unlicensed sites or the payments to them.
Legal to play is not the same as protected. The protections your own regulator provides usually cover only the operators it licenses. This is what changes when the casino’s licence comes from Curaçao:

If you have self-excluded at home
National self-exclusion schemes, such as the UK self-exclusion register, don’t reach Curaçao casinos, so registering with one won’t block these sites. If you have excluded yourself, gambling-blocking software and your bank’s gambling block are the tools that still work.

Getting money in is instant almost everywhere. Getting it out is where payment methods differ, and where most delays start.
Cards
Visa and Mastercard deposits are usually instant, but some banks decline gambling payments to offshore casinos, and not every casino pays out to cards. Cards are the only method here with a chargeback route if something goes badly wrong.
E-wallets
Skrill, Neteller, MiFinity and similar wallets are often the quickest route that isn’t crypto, because the casino pays the wallet rather than your bank. Check whether wallet deposits are excluded from the welcome bonus, which is common, and whether you must withdraw the way you deposited.
Crypto
Usually the fastest once a withdrawal is approved, and the reason many players choose these casinos. The network fee is yours, a payment sent to the wrong address or network is gone, and the price can move between withdrawal and conversion. Stablecoins such as Tether avoid the price swing but not the network risk.
Bank transfer
Slow, well documented and the most likely to trigger extra checks. Useful for large sums where a paper trail is the point, less so if you’re in a hurry. Watch for intermediary bank charges.

Verification comes first
No payment method is faster than the identity check in front of it. Sending your documents when you sign up, not when you want to cash out, is the easiest way to avoid a wait.
Read this before you claim
Four numbers that matter more than the headline
The percentage in the banner is the least useful number in a bonus. These four decide what it is actually worth, and all of them live in the terms.
- The wagering multiple
How many times an amount must be bet before you can withdraw. 30× is the most common in our files; 40× and more exist. On its own it tells you little, because of the next number.
- What the multiple applies to
Bonus only, or deposit plus bonus? 30× on a €20 bonus is €600 of bets. 30× on a €20 deposit plus a €20 bonus is €1,200: twice the work for the same headline multiple.
- The win cap
A limit on what you can withdraw from bonus winnings, often a multiple of the deposit or the bonus. It is where a big headline quietly becomes a small payout, and the term players most often miss.
- The deadline
How long you have to finish wagering. Five days for €1,200 of bets is a very different task from thirty, and game weighting changes the maths again: a game that counts 10% makes the real turnover ten times larger.

Two more terms belong in the same check: the maximum bet while a bonus is active, often €5, and whether your payment method is excluded from the offer. Breaking the first can void the bonus and everything won with it.
A different game
The sportsbook next door
Many Curaçao casinos run a sportsbook in the same account, with pre-match and live markets, esports and virtual sports. It shares your balance but not your bonus: sport offers carry their own terms, and using casino bonus money on bets, or the other way round, can break them.
Sport bonuses have their own maths
At Zizobet, for example, the sport welcome bonus needs 15× the deposit plus bonus within 30 days, on bets with at least three selections at minimum odds of 1.3 (terms checked October 2026). A selection at 1.25 doesn’t count, and neither do excluded markets such as outrights.
Bet builders
A bet builder combines several markets from one event. It wins only if every part wins, a void selection can void the whole bet, and builders usually can’t be edited or cashed out once placed.
Cash out
Settles a bet early, for an amount the bookmaker chooses. Terms often exclude high odds, free bets and some bet types, and the operator can switch it off without notice. Cashing out a bet is not the same as withdrawing money from your account.

Is it legal to play at a Curaçao casino?
It depends on where you live. A Curaçao licence lets an operator offer games under Curaçao’s rules, but your own country may restrict offshore gambling or block certain sites. In most English-speaking markets the rules are aimed at the operator rather than the player. Each country guide sets out the position where you live.
Does a Curaçao licence protect me like a licence from my own country?
Not in the same way. Under the 2024 law it gives you a free complaint route to the operator and an independent dispute service paid for by the licence holder. It doesn’t bring your own country’s protections, such as national self-exclusion or a dispute service approved by your home regulator.
What does 30× wagering mean?
It means betting thirty times a base amount before a bonus can be withdrawn. Check the base: 30× the bonus and 30× the deposit plus bonus are very different amounts.
What happens if a casino won’t pay?
Complain to the operator in writing first, and keep every reference, date and reply. Under Curaçao law it must acknowledge you within a week and decide within four weeks, extendable once. If that fails, ask which independent dispute service handles its complaints. A support email is a contact route, not a guarantee you will get your money.
Can I use my country’s self-exclusion scheme at a Curaçao casino?
