Curaçao casinos accepting Canadian players, checked
None of the casinos on file turned a Canadian visitor away, and none holds a licence from any Canadian province. Here is what each one did when we visited from Canada, how the provinces regulate online casinos, and what you give up by playing offshore.

The short answer
Are offshore casinos legal in Canada?
Curaçao casinos accepting Canadian players operate outside Canada’s system entirely. The Criminal Code prohibits most gambling and makes an exception for gambling that a province “conducts and manages”, so every legal online casino in Canada is either run by a provincial lottery corporation or, in Ontario and now Alberta, licensed through the province. A Curaçao licence carries no weight under that system.
Enforcement has targeted the companies, not the people who play: Manitoba’s lottery corporation, for example, took offshore operators to court in 2025. That doesn’t make an offshore casino a safe choice. Ontario’s regulator says players on unregulated sites have “no assurance of fair games, timely withdrawals, or access to meaningful dispute resolution” (AGCO).
Allowed in practice is not the same as protected. The rest of this page sets out what each casino on file did when we visited from Canada, how the provinces differ, and what you give up by playing offshore. Players elsewhere can start from our country guides.
Both provinces run regulated markets with their own approved sites. In Ontario, any gaming website that Ontario players can reach is supposed to be registered with the provincial regulator, and none of the casinos on this page is.
The casino files
Curaçao casinos that accept Canadian players: what our checks found
Every casino on file, visited from a Canadian connection on 21 October 2026, next to what its own terms say. None holds a Canadian licence, so this page carries no sign-up links.

On 21 October 2026 we opened each casino through a Canadian endpoint of a VPN, on desktop and on a phone-sized screen, logged out, and read its general terms. The connection’s address placed us in Montréal, Quebec, so casinos that treat provinces differently may show Ontario or Alberta visitors something else. We are not based in Canada; the VPN showed us what a Canadian visitor sees. We didn’t register or deposit, so payment logos are what the casinos advertise, not methods we tested.
How to read the table
- An open door is not a licence. All five let us in and none excludes Canada or Ontario, but none is licensed by any Canadian province.
- The paperwork disagrees with itself. Velobet and Rolletto offered Canadian dollars in the sign-up form, yet CAD isn’t on the currency list in their terms. Ask support before you deposit in CAD.
- Interac on the homepage is an advert. Whether it works for your deposit, and for withdrawals, depends on the cashier, which we didn’t test.
- The UK picture was different. Cosmobet, Velobet and Rolletto blocked our UK visit outright; from Canada all three opened normally. See our UK guide.
Casino access changes without notice, so treat this table as a dated snapshot and read the current terms before you do anything.
Province by province
Which online casinos are legal in Canada?
Gambling is a provincial matter in Canada. Legal online casinos are the ones your province runs or approves, and the provinces have gone two different ways.

Ontario: a licensed market since 2022
Since 4 April 2022, private companies can offer online casino games and betting in Ontario if they are registered with the Alcohol and Gaming Commission of Ontario (AGCO) and have an agreement with iGaming Ontario. Its public list of regulated sites ran to 84 websites from 49 operators as of 1 September 2026 (iGaming Ontario). None of the casinos on this page is among them.
Ontario enforces the line from the supply side too: in May 2026 the AGCO fined two game suppliers $40,000 each after their games turned up on unregulated sites that Ontario players could reach.
Alberta: open since July 2026
Alberta became the second province with a regulated private market on 13 July 2026, under the iGaming Alberta Act. The Alberta Gaming, Liquor and Cannabis Commission regulates it, and the government’s own site, PlayAlberta, sits alongside the approved private operators.
Everywhere else: the provincial site
In the other provinces, the legal online casino is the one run by the provincial lottery corporation: for example PlayNow in British Columbia and Manitoba, Loto-Québec in Quebec, and Atlantic Lottery in New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador.
What you give up
Are offshore casinos safe for Canadians?
Safety here means what protects you when something goes wrong, and that is exactly what changes when the casino is offshore:
- Self-exclusion stops at the border. Ontario’s BetGuard, launched in May 2026, lets players exclude themselves from every regulated Ontario site at once. It doesn’t reach a Curaçao casino, and neither do the exclusion tools on provincial sites.
- No provincial regulator to turn to. Provincial regulators oversee provincial and registered sites only. With a Curaçao casino, your route is the operator’s own complaint process and the dispute service Curaçao law requires it to offer, which the casino often doesn’t name.
- Bonus terms are set offshore. Welcome offers at these casinos often ask for 30 times the deposit plus the bonus, within days. Our guide to how casino bonuses really work shows what that means in practice.
- Your money sits with a foreign company. If a site disappears or a dispute drags on, you are dealing with a company in Curaçao, not one in your province.
The protections your province built are absent at an offshore casino, so the limits have to come from you.
Dollars and Interac
Paying in Canadian dollars at a Curaçao casino

Cosmobet lists Canadian dollars among its account currencies, and Velobet and Rolletto offered CAD in the sign-up form. Zizobet and Betmac don’t list it. Without a CAD account every deposit and withdrawal is converted, and you pay the spread both ways. Bonus terms are usually in euros or US dollars, so a “€10 minimum” is not ten Canadian dollars.
Interac
Interac is Canada’s own debit and e-Transfer network, and two casinos on file advertise it. An Interac logo tells you the casino wants Canadian deposits; it doesn’t tell you whether you can withdraw the same way, what the limits are, or whether your bank will let the payment through.
Crypto
Most of these casinos take Bitcoin, Ethereum, Tether and others. Crypto withdrawals are usually the quickest once approved, but there is no chargeback, and a payment sent to the wrong address or network is simply gone.
The fine print
Tax, age and complaints
Tax on winnings
Recreational gambling winnings aren’t taxed in Canada: the tax system treats them as windfalls, whether the casino is provincial or offshore. The flip side is that losses can’t be deducted. Gambling run as a business is different, and winnings then count as business income.
Minimum age
You must be 19 to gamble online in most provinces, including Ontario and British Columbia, and 18 in Alberta, Manitoba and Quebec. An offshore casino’s own minimum of 18 doesn’t change your province’s rule.
When something goes wrong
Provincial regulators can’t help with a casino they don’t oversee. Under Curaçao law you can complain to the licence holder free of charge within six months; it must acknowledge you in writing within a week and decide within four weeks, extendable once by four more. If that fails, ask which independent dispute service handles its complaints. Keep every reference, date and reply.
Sportsbooks
Curaçao betting sites and Canadian bettors
Single-event sports betting has been legal in Canada since August 2021, when Parliament changed the Criminal Code. Provinces run or license it, so a provincially approved sportsbook now offers the same single-game bets that once drew Canadians offshore. Several casinos on file run a sportsbook in the same account as the casino, under their Curaçao licence, with their own bonus rules and minimum odds.

Questions
Common questions
Are Curaçao and other offshore casinos legal in Canada?
No province licenses them, so they aren’t part of Canada’s legal gambling system. Enforcement has targeted operators rather than players, but you get none of your province’s protections.
What online casinos are legal in Canada?
The ones your province runs or approves. Ontario (since April 2022) and Alberta (since July 2026) license private operators alongside their own sites; elsewhere the provincial lottery corporation’s site, such as PlayNow, Loto-Québec or Atlantic Lottery, is the legal option.
Which Curaçao casinos accept Canadian players?
On 21 October 2026, all five casinos on file let a Canadian visit through, and none excludes Canada or Ontario in its terms. All five are Curaçao-licensed (Zizobet, Cosmobet, Velobet, Rolletto and Betmac), and none holds a Canadian licence.
Are any of these casinos licensed in Ontario?
No. None appears on iGaming Ontario’s list of regulated sites (accurate as of 1 September 2026). Ontario expects any gaming site that Ontario players can reach to be registered with the AGCO.
Can I use Interac at Curaçao casinos?
Zizobet and Velobet show Interac on their homepages. Whether it works for deposits and withdrawals, and with what limits, depends on the cashier and your bank; we didn’t test it.
Do Canadians pay tax on casino winnings?
Not as recreational players: winnings are treated as windfalls and aren’t taxed, and losses can’t be deducted. Professional gamblers are taxed on their winnings as business income.
Does self-exclusion in Ontario cover offshore casinos?
No. BetGuard covers regulated Ontario sites only. Use blocking software and your bank’s gambling controls as well, and call ConnexOntario on 1-866-531-2600 if you need support.
What if a Curaçao casino won’t pay me?
Complain to the operator in writing first, within six months. Under Curaçao law it must acknowledge you within a week and decide within four weeks, extendable once. Then ask which independent dispute service handles its complaints. Provincial regulators can’t help with an offshore casino.
